ABHS are classified as a Class 1 flammable liquid and its storage limit restricted due to its flammability. The storage of alcohol-based hand sanitizer greater than 10 gallons requires a flammable storage permit.
Class II liquids are combustible liquids that have a flash point at or above 100 °F (37.8 °C) and below 140 °F (60 °C). Typical Class II liquids include liquids such as camphor oil, diesel fuel, pine tar, and Stoddard solvent.
A flammable liquid (Class 3) means a liquid having a flash point of not more than 60.5°C (141°F), or any material in a liquid phase with a flash point at or above 37.8°C (100°F) that is intentionally heated and offered for transportation or transported at or above its flash point in a bulk packaging, with some
Domestic Hazmat Shipping RegulationsBecause they contain various amounts of ethyl alcohol, perfumes are considered a flammable liquid, hazard class 3. Based on their higher flash point and boiling point, most perfumes are considered a Packing Group II or III.
There are four classes of fires: Class A: Ordinary solid combustibles such as paper, wood, cloth and some plastics. Class B: Flammable liquids such as alcohol, ether, oil, gasoline and grease, which are best extinguished by smothering.
Flammable: A liquid with a flash point under 100°F is considered flammable. Examples: gasoline, acetone, toluene, diethyl ether, alcohols. Hazard: May produce ignitable vapors at normal ambient temperatures.
A common classification for hydrocarbon contaminated soil is “UN3175, SOLIDS CONTAINING FLAMMABLE LIQUID, N.O.S., Class 4.1, Packing Group II”.
Defining FlammablesA flammable liquid is any liquid having a flashpoint at or below 199.4°F (93 °C). Flammable liquids are divided into four categories: Category 1: Liquids with flashpoints below 73.4°F (23°C) and boiling points at or below 95°F (35°C) (1910.106(a)(19)(i)).
Flammable liquids must be stored in closed containers. Smaller quantities of flammable liquids can be stored in approved containers and portable tanks. of a Category 2–4 flammable liquid, can be stored in a glass or approved plastic container.
Keep storage areas cool and dry. Store flammable and combustible liquids away from incompatible materials (e.g., oxidizers). Use approved containers for disposal of rags and other work. Store, handle and use flammable and combustible liquids in well-ventilated areas.
The nine hazard classes are as follows:
- Class 1: Explosives.
- Class 2: Gases.
- Class 3: Flammable and Combustible Liquids.
- Class 4: Flammable Solids.
- Class 5: Oxidizing Substances, Organic Peroxides.
- Class 6: Toxic Substances and Infectious Substances.
- Class 7: Radioactive Materials.
- Class 8: Corrosives.
Category 4: Includes liquids having flashpoints above 140°F (60°C) and at or below 199.4°F (93°C). When a Category 4 flammable liquid is heated for use to within 30°F (16.7°C) of its flashpoint, it must be handled as a Category 3 liquid with a flashpoint at or above 100°F (37.8°C) (1910.106(a)(19)(iv)).
Bulk packaging has no intermediate form of containment and has a maximum capacity greater than 119 gallons for a liquid hazmat. Non-bulk packaging has a maximum capacity of 119 gallons or less as a receptacle for a liquid hazmat.
Combustible liquids have a flashpoint at or above 37.8°C (100°F) and below 93.3°C (200°F). Flammable and combustible liquids are present in almost every workplace. Fuels and many common products like solvents, thinners, cleaners, adhesives, paints, waxes and polishes may be flammable or combustible liquids.
Flammable liquids shall not be stored in areas used for exits, stairways, or normally used for the safe passage of people. "Indoor storage of flammable liquids." No more than 25 gallons of flammable liquids shall be stored in a room outside of an approved storage cabinet.

To ship hand sanitizer with a commercial carrier, you first need to set up a hazardous materials contract with UPS. Signing up for the UPS Hazardous Materials Contract Service is straightforward. Establish a UPS payment account—if you don't have one already—and request to ship hazardous materials when prompted.
To ship hand sanitizers including wipes, you must use USPS Retail Ground, Parcel Select, or Parcel Select Lightweight. Most hand sanitizers, including wipes, contain alcohol and are flammable in nature and are therefore handled and shipped as hazardous mater (HAZMAT) in the US Mail™.
Hand sanitizer shipments meeting the criteria in 49CFR 173.150 (g) may be offered as a nonregulated or nonhazardous shipment under this exception to FedEx Express. ✓ When shipping in non-glass inner receptacle, each non-glass inner receptacle contains 16 ounces (0.125 gallons/0.47 liters) or less of hand sanitizer.
The following descriptions could indicate dangerous goods: aerosols, cosmetics, chemicals, cleaning solutions, compressed gases, flammable liquids, lighters, lithium batteries, machinery parts, matches, pharmaceuticals, oxidizers, paints, perfumes, solvents.

USPS shipping prohibited items for all shipments include: Air bags. Ammunition. Explosives.
UPS does not accept shipments of beer or alcohol for delivery to consumers. UPS accepts shipments of beer or alcohol only among and between selected states. The ability to ship wine depends upon the nature of the shipper's license to sell wine and the laws of the destination states.

Aerosol cans are allowed to be shipped as Domestic mail but not International mail. You must mail them surface mail only which is Parcel Post. You should ship it alone and not with other items that may cause it to react.
