If the vehicle has a legal owner/lienholder, then section 5 of the REG 227 needs to be notarized. If the registration does not show a legal owner/lienholder, notarization is not required. You must obtain a title from the state where the vehicle was last titled.
Dual ownership requires both parties to be present unless a notarized power of attorney is provided. Social Security numbers for all parties are required. Photocopies of title are not accepted.

According to the DMV website, the title and the title application both need to be notarized.
Illegible/ Expired Notary Seal: Stamp impressions that are too dark, too light, incomplete, smudged, or in any way unreadable may cause an otherwise acceptable document to be rejected for its intended use. Your signature and notary seal should always be in close proximity to each other.

Notarization serves three purposes: To ensure the person signing a document is properly identified. To ensure the intended person signs the document under their own free will. And, to ensure the transaction can be independently verified after the fact.
It's the Notary Public's role to verify the identity of the person signing the document. The Notary will also confirm the signatory understands the meaning of what she or he is signing.
You'll need official identification with a photograph—a driver's license, passport, or other government-issued ID will typically do the trick, although requirements vary from state to state. If the notary is not confident that you are who you say you are, he or she can refuse to notarize your document.
