No, you cannot. Even if it's on, you can't use the IMEI to locate the phone. When a mobile device is lost or stolen, the carrier to which it belongs can block its use from the network via the identifying IMEI. But the carrier can't locate it with that number.
If you reported the phone lost or stolen, and Asurion replaced it, the lost or stolen phone, if it's found, is blacklisted, and will remain so. Keeping a phone you made an insurance claim on is fraud on your part.
So if your iPhone breaks down when you've had it over a year but before your two-year contract is up for renewal, you could be stuck on a contract you can't get out of with a phone that doesn't work. However, networks are generally unwilling to repair or replace out-of-warranty phones for free.

iPhone Theft and Loss ClaimsIf it's covered by AppleCare+ with Theft and Loss, you can file a claim for an iPhone replacement. Use the Find My app or go to iCloud.com to mark your iPhone as lost. Do not remove your device from your account until your claim has been fully approved.

You report your Verizon Wireless phone stolen by suspending the phone's service through MyVerizon online. MyVerizon also sends a report automatically to Verizon to notify the company that the phone has been stolen. It only takes a few minutes to set up the suspension for the device.
If your device is lost or stolen: Attempt to locate your device. If you can't find your device, temporarily suspend your service to prevent unauthorized use. Note: If you need your Device ID to file a claim, you can find it on the My Devices page in My Verizon.
