Before the arrival of the Spanish in the 16th century, most people lived in small independent villages called barangays, each ruled by a local paramount ruler called a datu.
A barangay hall is the seat of government for a barangay, the lowest elected administrative division of the Philippines, below that of a city or municipality. It serves as the office of the barangay captain and meeting place for the Sangguniang Barangay.
Authority. Under Article 152 of the Revised Penal Code of the Philippines, the barangay captain, members of barangay council, and members of the lupong tagapamayapa are considered persons in authority within their areas of jurisdiction.

A purok is typically composed of twenty to fifty or more households, depending on the particular geographical location and cluster of houses.
In pre-Hjspanic times, a barangay was a sailboat which carried early settlers and traders to the Philippine archipelago from Indonesia and Borneo. These early inhabitants built settlements which were also called barangays. They were simple communities, with a head man and a group of families clustered about.
Notable leaders of these defense squadrons include Don Pedro Estevan, a principalÃa of Tabaco, Albay; and Julian Bermejo, an Augustinian friar who commanded ten balangay and established an alarm system using a line of small forts in southern Cebu.
A balangay is traditional Filipino ship, made of wooden planks and pins. While this system fell away under Spanish rule, the word barangay is still used to describe a neighborhood in the Philippines, an evocative double meaning in a nation so oriented to the sea.
