Goa has the lowest petrol price in India at ₹ 54.94 per litre.
The cost of petrol here is the lowest in the country after the Manohar Parrikar-led BJp government slashed VAT to 0.1 per cent as part of its romise made in the 2012 poll manifesto. At that time, the price of petrol in Goa dropped by a huge Rs 11 per litre.

Trasportation cost is higher for Shell as they import petrol & transport to their 2,000 petrol pumps scattered all around. Whereas Indian Oil itself has 10 Refineries at different corner of Country, vast Pipeline transportation network with 24,000 Petrol Pump.
Petrol price can go down to ₹75 a litre across India if brought under the ambit of the Goods and Services Tax (GST), but there is a lack of political will, which is keeping Indian oil product prices at one of the highest in the world, economists at SBI said on Thursday.
Trasportation cost is higher for Shell as they import petrol & transport to their 2,000 petrol pumps scattered all around. Marketing/ Service cost might be slightly higher for Shell considering their service quality (tough to implement in PSU Companies i.e. IOC, HP etc.).

In February 2013, opposition parties, notably the Bharatiya Janata Party (BJP), took to the streets in protest as the price of petrol in the national capital spiralled to Rs 69.06. Petrol price was today hiked by a steep Rs 3.38 per litre and diesel by Rs 2.67 a litre, reversing a two-month declining trend. Petrol will cost Rs 63.47 a litre in Delhi from midnight tonight, up from Rs 60.09 a litre, said Indian Oil Corp, the nation's largest fuel retailer.
Prices shot to 50c per litre in the mid-1980s, beyond 70c in the 1990s and the $1 mark was breached not long after. Australia's oil tax scheme has changed since 1978, but the policy's legacy remains and $2 per litre fuel prices may not be far away.
The crisis in the Middle East in 1973 resulted in an oil embargo imposed by OPEC. Petrol prices soared from 30pence to 50pence a gallon (an unbelievable $5.11 a barrel!!) and just when I got my driving licence.
