To answer the main question to if Coulson is inhuman is yes. Now to classify him under witch of the two versions of the inhuman race. I sumit him under the partially inhuman because he did have kree blood in him due to project T.A.H.I.T.I but he never did once touch a terrigen crystal or any version of it.
So yes, you should watch it. No. The only mention that Inhumans makes to Agents of SHIELD is the Terrigen outbreak from back to the Season 2 finale, but you don't need to watch it to understand it. I recommend not watching it at all.
