In most jurisdictions, you can hide your caller ID if you preface your call with *67. This does not work with SMS, but there are ways to take advantage of anonymous texting. However, you should not use the technologies to send anonymous text messages for illegal purposes.
The person calling you has withheld their number by using 141 before dialling. They could be scammers, but many people use it when calling people for the first time. 141 only temporarily hides it- after you call using this your number will be shown the next time you call someone.
Speak with your phone company about subscribing to a service called Call Trace. For a small monthly fee, you'll get the ability to trace anonymous calls coming from your local area. After receiving any "Private," "Restricted" or "Unknown" call, simply dial *57 and the caller's info is rerouted to your phone company.
Phone numbers that are blocked using the star key and the number 67 can always be traced by the phone company and authorities. In addition to call blocking, most phone companies also offer call trace. To activate this service, users must dial star and the number 57 immediately after the call.
Blocking your number temporarily only works while calling businesses and individuals. Your phone number cannot be blocked while calling toll-free numbers or emergency services. Actually, it's more like *67 and it's free. Dial that code before the phone number, and it will temporarily deactivate caller ID.

The Indian numbering system is used in the Indian subcontinent to express large numbers. The terms lakh (100,000) and crore (10,000,000) are the most commonly used terms (even in English, such as in a local variety called Indian English) to express large numbers in the system.
You can find out if a number is spoofed by performing a reverse phone lookup on the number. This could mean that the number which called you is in fact not a real number. You can then try to return the phone call and if the number is out of service you then know it was a spoofed call.
Caller ID spoofing is generally legal in the United States unless done "with the intent to defraud, cause harm, or wrongfully obtain anything of value". The relevant federal statute, the Truth in Caller ID Act of 2009, does make exceptions for certain law-enforcement purposes.
