This is only Fast and the Furious film not to star Paul Walker (prior to his death). Paul Walker wasn't asked to return because the studio felt he was too old. The first draft of the script featured the return of Diesel's character, Dominic Toretto.
It's true that Han was stealing from the Yakuza's operations for a period of time, but he was already wealthy before Tokyo Drift. Following the death of Han at the end of the film, it was revealed that he was an old friend of Dom.
Still, Deckard decided to kill Han instead of all the other people who factored in his brother's state — why? The answer is quite simple, Deckard went after Han because he was isolated in a foreign land — a strategic move as he knew that Dom's team works the best when they're all together.
While speaking with Roman Pearce and Tej Parker, Han ultimately decides to go to Tokyo. In the post-credits scene of Fast and Furious 6, Han's death from The Fast and the Furious: Tokyo Drift is shown, and it is revealed that Deckard Shaw, Owen's brother has driven the car that t-boned his.
Universal Pictures announced today that following the release of Fast & Furious 9, they will be making Tokyo Drift 2, with the film's director, Justin Lin, returning to helm the sequel. And so, making Tokyo Drift 2 is like The Fast Saga going back to its roots, to an extent.
For the third entry in the franchise, Universal Pictures journeyed to Japan with The Fast and the Furious: Tokyo Drift. But the main reason Tokyo Drift was shifted into the future of the Fast and Furious timeline was that it saw Sung Kang's Han Lue die in a car crash. This then explains why Dom was in Tokyo street racing against Sean because he'd come to collect Han's body for a funeral.
