You have a higher than normal risk of being mugged anywhere in Downtown, even Brickell, after dark. The Design District should only be accessed by taxi after dark. I think Downtown Miami is not dangerous but it does indeed have any number of homeless people who ask for money as most ALL cities do.
Re: What part of South Beach is best for walking/beach access? Any part of Ocean Drive is great for walking and beach access. The area south of 5th Street (below 500 block) has fewer stores/restaurants so is a bit less busy. The busiest section in terms of people/restaurants is between 500 and 1200 blocks.
