While raising a chocobo, talk to the chocobo raising NPC, and (s)he will tell you to go to San d'Oria to get your Chocobo Whistle.

Soft reset your game if the Chocobo is not the opposite gender of your Black Chocobo. Feed your Black Chocobo around 10 Sylkis Greens until its stats stop increasing. You need to win 12 races between your Black Chocobo and your Wonderful Chocobo in order to guarantee that you receive a Gold Chocobo.

Final Fantasy VIIBlue chocobos are bred from a good chocobo and a great chocobo with a Carob Nut, and can breed with a green chocobo to receive a black chocobo. Blue chocobos can cross shallow water and rivers, but cannot enter the ocean.
Talk to Billy about mating chocobos and he'll tell you to choose the chocobos, choose good male chocobo and great female chocobo and give them a carob nut. If you are lucky then you'll get a blue chocobo, if not then reload the game and try again until you get one.

To start Chocobo Races, first unlock the ability to rent a Chocobo in Final Fantasy 15 as part of the Friends of a Feather side-quest. Then from the Chocobo Post in east Duscae, go across the highway to the south east to find the race track. Talk to the vendor in the outhouse to get started with the first race.
Regular Chocobos, Blues, and Greens require around a dozen Sylkis to max out. Black Chocobos around 15ish and Gold are somewhere closer to 20 I believe. You'll know that they're maxed when the dialogue box after feeding them only says "They are getting along better" without any increases to other stats.
