Never. EVGA provides International warranty on its GPU'S and i have imported multiple Gpus to my country (india), so you might as well buy from EVGA in U.S or taiwan if price is an issue. In developed countries most of them have air conditioners.
Hope someone answers. However unless mentioned on the website, I fear they are only serviceable in the country they were purchased from. You may be able to contact nvidia USA and tell them you moved to Spain after buying it in the USA and ask to transfer the warranty. I think Dell has that system.
