UC is significantly more expensive than CSU, because CSU is a state school. State schools are able to keep their costs lower, largely due to state funding. Each school system is based on different strengths and weaknesses, especially when you consider the major you're planning to study.
Colorado State University is a school of about 25,000 students. Therefore, it makes sense there would be a lot of parties. However, this school in no way compares to a "party school". This by no means is a normal occurence for CSU.
The UC system is the most prestigious public university system in the US. I say this because it routinely places on lists of top 10 universities in the world (most often by reference to UC Berkeley, the oldest campus). Indeed, I believe it is the only US public university system to place on such lists routinely.

Most graduate school deadlines are in December or January, but you should actually start thinking about your application much earlier than that. I recommend getting started on the preliminaries (like identifying programs you want to apply to) about a year before your applications are due.
When should I apply?
- You'll need to apply by June or July for many of the postgraduate courses that start in September and October.
- To be safe, apply at least six months in advance – so around March for a course that starts in September/October.
Grades reflect your motivation and your ability to do consistently good or bad work. Generally, most master's programs require minimum GPAs of 3.0 or 3.3, and most doctoral programs require minimum GPAs of 3.3 or 3.5. Usually, this minimum is necessary, but not sufficient, for admission.
3 Answers. Not every STEM Master's program is going to be easier to get into than every PhD program, but on the whole they are easier. Universities are much more likely to take you if you're paying your own way (aka. a Masters) than if they have to fund you.
Whichever route your application takes, you'll usually have to supply the following documents:

- Research proposal (if you're applying for a research Masters like an MPhil or MRes)
As a general guideline, you should probably be applying to at least four or five different programs that you are well-qualified for, and probably no more than ten. If you are applying to the more competitive professional-degree programs, then you might want to apply to a few more.
