Jojo villain's tend to get stands with temporal or spatial abilities which are themselves quite OP. The World - Time stop is really, really overpowered. While it's good against Melee and projectile fighters, it doesn't have provide much defence from AOE stands/abilities like the World's time stop.
Although Dio may be pansexual, Pucci is almost entirely straight. Dio sees sex as a fun thing to do here and there(usually killing his “lovers”) he canonically only let 4 live, most likely to carry on his legacy and wanting Pucci to have them carry on his legacy.
