It is because the
Tactical Shotgun was
too weak after the weapon nerf in Patch 13.0. In Patch 15.0, the
Tactical Shotgun was unvaulted and buffed. It's Damage was increased to 72/76/80/84/88, making the Common and Uncommon rarities almost equal to the Heavy
Shotgun.

A gray charge shotgun, when fully charged (1.7 seconds) increases its damage to 120 (180 headshot), enough to kill an unshielded opponent at full life. The blue charge shotgun hits for 134, and 201 on headshot, now enough to kill an opponent with full life and full shields.
But the Charge shotguns suckMultiple Fortnite professionals voiced their opinion on the new shotgun, and they do not seem to be happy with it. As previously mentioned, the gun feels clunky, contrary to the Pump shotgun which would shoot right after you hit left click.
From this table, it would appear that the only time you should consider taking a Pump over a Tac is when the Pump is Blue or better. You can hit for more damage with a single shot of the Blue Pump, meaning it's better for box fighting. Still, the Tac wins in most other situations.
The Pistol has been quite popular from patch 13.00 due to Assault Rifle headshot nerfs. The Rare Pistol does the same headshot damage as an Epic Assault Rifle. The Legendary Pistol does more headshot damage than the Epic, Legendary and Mythic Assault Rifles.
