Yes, you are given two chances to become a vampire lord after you reject Harkon and side with the dawnguard. One comes midway through the MQ and the other is after it's done.
Overall, the physical rewards (weapons, etc) are better if you choose Dawnguard. However, you cannot regularly use the powerful Vampire Lord form until after you've completed the main questline, or else the Dawnguard members will not accept you.

Any player can choose to become a werewolf by following The Companions Quests or joining the Dawnguard faction made available in the first piece of Skyrim DLC.
