Ore veins generally replenish their ores after about a month (in-game) if the area is marked as "cleared." Otherwise, it replenishes in 10 days. Some veins (e.g. Ebony) respawn sooner, or later than the one month. Each vein, regardless of ore type, will yield three pieces of ore, and at most two precious gems.

It can't be purchased. Here is a list of places where you can mine/find gold ore or ingots. Alternatively you can get the Transmute spell and convert some iron/silver ore into gold ore. It's easily found at Halted Stream Camp directly north of Whiterun.

It's level 10 professions are stronger, as you probably won't be selling your metal bars and will be producing a lot of coal by yourself from wood. Better choice: both are good.
