Every time one of the older versions of Windows 10 reaches its end of life, Windows 10 users should update to the latest version. There is no way they can download a particular version even though they are supported. For example, Windows 10, version 1803, end of support was on November 12, 2019.
Unfortunately, Windows can't preserve programs or settings when flashing to an older version (only a newer one), so you'll also want to get installation media for any crucial programs, especially those that require serial numbers. Alternatively, you can create a bootable USB drive with a Windows ISO.
Open Start > Settings > Update & security > Recovery > under Go back to my previous version of Windows 10, click Get started.

Windows is not free. Microsoft had a period in time where they allowed an upgrade to Windows 10 if you already paid for a previous version. MS did this because they wanted people to move faster from Windows 7 to Windows 10. They learned from XP where they had to put to many resources into supporting the product.
Microsoft officially ended the free upgrade offer in December 2017, but a method still works that allows you to upgrade an older version of Windows to Windows 10 for free.
Windows 1.0 was released on November 20, 1985, as the first version of the Microsoft Windows line. It runs as a graphical, 16-bit multi-tasking shell on top of an existing MS-DOS installation.
Windows 7 officially entered its End of Life phase on January 14, 2020, and it looks like Microsoft is still allowing people to upgrade to Windows 10 for free. This is despite the original free upgrade offer officially expiring years ago.
Microsoft's free upgrade offer for Windows 7 and Windows 8.1 users ended a few years ago, but you can still technically upgrade to Windows 10 free of charge. The most important thing to remember is that the Windows 7 to Windows 10 upgrade could wipe your settings and apps.
There is a version of Windows XP which Microsoft is providing for "free" (here meaning that you don't have to pay independently for a copy of it). The catch is that you must have a Windows 7 or Windows 8 license that is covered under the program. It is called Windows XP Mode.
