The Fairy Tail Zero arc is basically how the Fairy Tail guild came to be. Essentially, the series takes place before the main and actual series, so obviously watching it won't give you any spoilers. Basically, you can watch it anytime, and it wouldn't spoil anything plot-wise for the Tartarus arc.
Currently, only 8 more regions stream Fairy Tail outside of the US on Netflix. It must be noted that Japan has received the latest episodes of Fairy Tail. The episodes available to Belgium and France are the first 6 seasons and not the latter.

The issues with Fairy Tail OVA's is manga licensing issues. If the OVA's were included in Japanese DVD/BD's they'd be easier to license. That's why they have not licensed/dubbed the OVA's.
For instance, Kokoro Connect's OVA is basically just an extra arc of the story. For example, K-On! has two OVAs, and they're meant to be watched after the first season and one of them before a certain episode in the second season or before the movie. Or you could just watch them after you finish the show.
Its recommended to watch Steins Gate to watch Steins Gate 0 since you would understand the characters better. Either way Steins Gate is a really good anime and you should watch it. Steins gate 0 is a part of the main story.
The order that I'd recommend to watch the series in would be to first start with the first 24 episodes, then the episode 25 ova, the movie, the alternative ending (known as 23 beta), then finally Steins;Gate 0. Yes Kurumi's existence alone means it's worth a watch. If you don't like it from the first few episodes, it won't "get better". I liked it, but not because it has an original story or deep characters, I just mostly <3.
