I personally like Disney Springs better. Has more restaurants and activities. City Walk is fine as well but it is good if you are coming directly from the parks. However in the evening several night clubs open, so it can be a place to visit without going to the parks, in the evening it's has a more adult feel.

Yes you walk through City Walk to get to Universal Studios and on the way out of Universal you have to walk through City Walk again. They are connected. No shuttle bus. You can easily walk to Citywalk from both Universal park and Islands of Adventure park.
1. Re: Why does universal studios close so early? Because that really is the normal time it closes in the off-season (not really designed for events after "dark". But it also will be one of the Halloween Horror Nights special events, which require a special ticket, and starts at 7 PM.

If you don't want to spend time budgeting how much you spend on food each day, I absolutely recommend purchasing the Universal Dining Plan. If you aren't planning to stay in an on-site resort hotel and this plan isn't an option for you, I definitely think the Quick Service Dining Plan is a great option as well.

City walk is free to enter. You do have to pay for parking to actually get into City Walk. But there's no separate entry fee to walk around City Walk. City Walk can be expensive if you decide to shop and eat at the restaurants there.
All you have to do is walk straight over the bridge crossing I-4 and on to the Universal's transportation hub, and then into CityWalk. The path is very roomy, clean, well lit, and there is a concrete barrier between you and the traffic lanes as you cross over the bridge.
