You can't find these Raichu out in the wild though. Instead, you'll need to evolve one of your costumed Pikachu. It costs 50 Pikachu candies to evolve a Pikachu into a Raichu. Only Straw Hat, Party Hat (Red) and Mimikyu Pikachu are unable to evolve into Raichu.
The Wailord event reportedly had a two percent shiny encounter rate, which was already a ridiculous increase in odds compared to normal. Now, shiny Pikachu has an eight percent chance of appearing in raids, making it even easier to obtain.

First of all, yes. World Cap Pikachu can be Shiny. Unlike other recently introduced costumed Pokémon, World Cap Pikachu will be able to evolve. This means that World Cap Raichu, found earlier in the code by dataminers, has been confirmed.
You cannot evolve the Party Hat Eevee in Pokémon Go. During the recent Pokémon Day Event that allowed you to catch Party Hat Eevee, there was also Party Hat Pikachu, Charmander, Bulbasaur and Squirtle, plus Nidorino. All of them can't evolve.
You'll know you've encountered a shiny Pokémon if, on the capture screen, Magikarp appears as a pale, goldish yellow or Gyarados appears to be dark red. They'll appear normal on the overworld screen and the "nearby" map, though, so you'll have to individually check each spawn to see if it's shiny.
It should be noted that these Pikachu will not be able to evolve into Raichu, nor have the ability to Gigantamax like certain other Pikachu. Trainers can't feed these special Ash Hat Pikachu Max Soup from the Isle of Armor to give them the ability to Gigantamax, so don't bother.

There aren't any reasons not to if you truly don't want them. Event Pokémon are special variants of regular Pokémon, such as a Pikachu wearing a Santa hat. These generally return from time to time, so transferring them, while I don't recommend it, you can do it. However, DO NOT TRANSFER A SHINY POKÉMON!

User Info: benbeverfaqs. Getting a 100% pokémon is not unlucky, even if it is useless. Flower crown Togepi is much more common than regular Togepi from eggs now, so it's not as if you would've gotten a 100% normal Togepi if there wasn't an event. Togepi is meant to be able to evolve into Togetic.
Just in case you don't know, Pikachu doesn't evolve by leveling up. You need to use a thunder stone. A few moves only Pikachu learns, but not Raichu, but they're not really good to use, except probably Nuzzle. In short, just evolve your Pikachu already, if you have to!

Nature. In Generation IV and Generation V, nearly all the non-Shiny event Pokémon you obtain are coded to not be shiny. These Pokémon can usually be soft reset for IVs and natures, but they will never be shiny. In X & Y, none of the Legendary Pokémon can be shiny.
