In Pokemon Showdown, chansey is and will always be hire than Blissey. The stats with the eviolite are higher because they're multiplied by 1.5. Making blissey able to eat up non super effective hits like an egg. And any special attack does not penetrate this mon.

Chansey is a better physical tank, but I personally would never use it over Blissey. Evolve it into Blissey whenever you want; it won't affect EVs.

Clefable is also a little faster than Blissey, so that's good also. And because Blissey cannot stall Clefable with status or badly damage with attacks, Clefable walls Blissey (That's assuming Blissey doesn't Skill Swap first!). If only Clefable has a base HP of 100, then Clefable is the clear winner!
