Manitoba. In Manitoba, studded tires can be used between October 1st and April 30th. Beginning in 2014, Manitoba Public Insurance will offer a low-cost loan program, making it easier for all of the province's residents to purchase winter tires.
Winter tires are designed for use in one season: winter. Though using 3-seasons in the winter could be more harmful than if you were to use winter tires year round, if you drive your winters in warm months, you'll sacrifice performance, fuel economy, and your tires' lifespan.
Heat is really hard on winter tires, which are meant to be used when temperatures are ~45°F or below. Winter tires that are run on hot pavement tend to wear out much faster. Winter tires are designed for traction, not longevity, whereas all-season tires are designed for lower rolling resistance and longer tread life.

All-Season Tires Pricing$50 to $100: Here, you will find all-season tires that work well on both dry and wet surfaces. However, they won't have as much traction on snow or extreme winter conditions. They will still improve your fuel economy and traction control.
When you're on bare or wet pavement, the right set of all-season tires are designed to keep you safely on the road. They even do okay in mild winter conditions. But when the weather worsens and roads are covered in ice and snow, having the right set of winter or snow tires can help you stay in control of your vehicle.
