Inevitably yes, although many aspects of Windows 10 are improved over Windows 7. But the additional baggage and features, do mean you will see it slower on the same hardware. Your best option will be to add more RAM if possible. Windows 10 seems to run pretty good on 8GB of ram.
You Don't Need a Product Key to Install and Use Windows 10. Microsoft allows anyone to download Windows 10 for free and install it without a product key. And you can even pay to upgrade to a licensed copy of Windows 10 after you install it.

If a Windows 10 PC equips a 2GB of RAM, you can use it to do much more things like playing games, editing video and images, smoothly opening and browsing more tabs in browser, etc. a 2GB RAM computer is enough to get most work smoothly done in a Windows 10 PC including Adobe Photoshop.
Save your settings, reboot your computer and you should now be able to install Windows 10.

Windows 7 officially entered its End of Life phase on January 14, 2020, and it looks like Microsoft is still allowing people to upgrade to Windows 10 for free. This is despite the original free upgrade offer officially expiring years ago.
While Microsoft's date for ending the free upgrade to Windows 10 officially ended in mid-2016…it didn't actually stop working. As of late 2019, this free upgrade method still works if you know where to go, so it's by far the best option for those with the right computers.
You can then use a Windows USB utility to set up the USB drive with Windows 10. Once you're done, you'll be able to boot up off the drive to launch Windows 10. The major downside of booting from a USB drive is that Windows 10 will run slower than it does off your hard drive.
Make sure to back up your computer before you start! Programs and files will be removed: If you are running XP or Vista, then upgrading your computer to Windows 10 will remove all of your programs, settings and files. To prevent that, make sure to do a complete backup of your system before the installation.
Find Windows 10 Product Key on a New Computer

Adobe Photoshop Express for Windows 10 is a free photo editing software, which allows users to enhance, crop, share, and print pictures. However, the Windows-compatible version is only available on the Microsoft Store. The app is free to download, but some premium features need to be purchased.
