Press and hold the POWER Button down until the system powers off (about 10 seconds), then power the system back on. If the system only freezes when using a specific game or application downloaded from the eShop, check the eShop for an update.
Error Message: Error Has Occurred While Loading the Nintendo 3DS Camera Application

1) The pins inside the 3DS game slot may be dirty. If this is the case then the first thing to try is to insert a game and then take it back out several times in a row (like 10). If that doesn't work then you can use rubbing alcohol and soak a q tip in it, then rub it on the pins of one of your games.
What to do:

If you choose to format your 3DS, you will lose all of your data (except for maybe photos and sound recordings), and you will be unable to re-download it for free from the eShop, even if you have it on an SD card. Your eshop data, has to be erased via eshop. Go to settings in eshop, find your downloads.
