The "foreign state" means that the newly inserted disks carry an existing raid configuration (possibly once created on another server). You may either: "import" this foreign raid configuration (assuming that all disk involved in the raid configuration are present) to recover the whole disk configuration.
Just in case, Microsoft says a foreign disk is: The Foreign status occurs when you move a dynamic disk to the local computer from another computer running Windows 2000, Windows XP Professional, Windows XP 64-bit Edition (Itanium), or the Windows Server 2003 family of operating systems.
Next, use the Reactivate Disk command to bring the disk back online. Deleting a volume destroys the data in the volume, so you should remove a disk only if you are absolutely certain that the disk is permanently damaged and unusable.
To reactivate a dynamic disk by using the Windows interfaceIn Disk Management, right-click the disk marked Missing or Offline. Click Reactivate Disk. The disk should be marked Online after the disk is reactivated.

On your computer, go to drive.google.com. Right click the Google Docs, Sheets, or Slides file you want to save offline. Turn on "Available offline."

- Enter System Setup or BIOS by tapping the F2 key at the Dell splash screen.

- Select the SATA Operation Mode.
- Change the mode to RAID On if it wasn't already set and apply.
RAID 10, also known as RAID 1+0, is a RAID configuration that combines disk mirroring and disk striping to protect data. It requires a minimum of four disks and stripes data across mirrored pairs. As long as one disk in each mirrored pair is functional, data can be retrieved.
