Only eligible Sprint phones can activate on Boost Mobile. If the device is currently on Sprint Contract or has been labeled a Lost/Stolen device, it will not be eligible to activate on Boost service.
Technically speaking you can, but if you haven't paid off your phone and it is under contract, you will have to pay off the remainder of the phone before your network carrier will give you the freedom to unlock the phone.
If there isn't a SIM card, you indeed have a CDMA phone that can be flashed. GSM (Global System for Mobile Communications) phones can't be flashed (like AT&T and T-Mobile). Metro, Sprint, Cricket, Boost, Verizon and many others are CDMA and thus can be flashed because they're not controlled by the SIM card.
What Happens If You Sell a Phone That Isn't Paid Off? If you do, your carrier will blacklist your phone — also known as giving it a bad ESN or IMEI number. This number is accessible to other carriers too, which means they may not activate your phone on their network if it carries a blacklisted IMEI or ESN number.
Because leased devices aren't owned by users, the end of the lease purchase option has to be paid in full before Sprint will unlock phones.
