On your computer, go to drive.google.com. Under "People," type the email address or Google Group you want to share with. To choose how a person can use the folder, click the Down arrow . Click Send.
Select a folder in the Google Drive/Documents view and select more -> Share. Set edit/view permissions with who has permission and add any individuals or groups you need. Click on the "Share" document in the top right corner. Paste the link into the body of the email and enter any topics you want.
6 Answers. Normally, everyone can fill out a Google form; they do not need an account. However, if you selected the option "Can submit only 1 response" in your Google form, that will require the users to login. So, if it's necessary to allow anonymous users, you should uncheck that option.
