Try cleaning the return canister float ball. If it is stuck in the up position the machine will not make vacuum. Check the gasket under the dirty water tank. If there's not a good seal/broken gasket, it won't have good suction.

Yes, you can add other multi-surface cleaners or vinegar except it is recommended that during your warranty period to use the Bissel multi-surface cleaner to not void the warranty. Just make sure that after every use you thoroughly clean all parts to avoid clogging the spray nozzle.
