A 1070 is generally overkill to around 90–95% of the games. A 1050 card can run games at 1080p decently if you are ok on playing on medium to high settings.
For the user playing in 1080p, don't bother, the 2080 is overkill. I'd give the 2060 a shot if i was using a 1080p monitor and wanted to upgrade to a newer card, something that out performed a 1070 or weaker. it's also good for 1440p 60fps gaming, and can handle light 4K gaming much like the 1070 does.
Unfortunately, a Gtx 1070 will not be enough for 1440p 144hz gaming with AAA titles like Battlefield 1 and Infinite warfare. I have an overclocked 1070, an overclocked 7700k (4.5 ghz) and 16gb of 2400 ram, I usually get 60–75 fps with all setting in ultra.
Is it worth to get gtx 1080 or gtx 1080ti in 2019? 1080ti is slightly better on DX11 games than RTX 2080 BUT RTX 2080 is slightly better on DX12 games, so they are pretty much similar performance cards. The 1080 is equivalent to the RTX2060, except +2GB VRAM and - RTX. The price, $400, isn't especially low.

The two GTX cards share the same architecture, but they're designed for different scenarios. The range-topping GTX 1080 is built for 4K, multi-monitor and VR. The GTX 1070 has enough grunt to handle VR and 1440 playback, but it isn't quite good enough for smooth 4K gaming.
Does a GTX 1070 Ti Founders work with a 240hz monitor? Display output ports are the only thing to worry about. But as long as it has 240hz capable ports it'll be fine in that sense.

Respectable. The RTX 2060 is close to 1070Ti. It's not worth it to sell the 1070. The equivalent of 1080/2070 or the 1080Ti/2080 will be a decent upgrade.
Short and to the point, the GeForce RTX 2060 is a faster card that consistently delivers higher framerates than the GeForce GTX 1070. That said, the GeForce RTX 2060 is around 13 percent faster at that resolution as well. That's a little deceiving though, because neither card is a good option for 4K ultra gameplay.
