For beginners, 250cc dirt bikes are ideal. They weigh less making them easy to control and ride. they are also available in the market at an affordable price.
A 250cc dirt bike comes at a maximum speed of 55-70 mph (90-113 km/h) depending on a type of engine.
So, unless the newer 250cc bikes have substantially poorer handling, brakes, and horsepower than a 250 from 20 years ago (and they don't- just the opposite), the answer is yes- modern 250cc motorcycles are absolutely appropriate for freeway commuting.
There's no danger of accelerating too quickly. If I had a 250cc cruiser, I'd take it on long trips. The Ninjette isn't great for longer rides, but that's because of the ergonomics, not the size of the motor. Anything over 50 miles I'll take the bigger bike.

600cc motorcycles are faster and more powerful than 300cc motorcycles
| Brand | Max speed of the 300cc motorcycle model |
|---|
| KMT | KMT 390 duke has a max speed of 167 km/h (104 mph) |
| Kawasaki | Kawasaki Ninja 300 has a max speed of 180 km/h (112 mph) |
| Yamaha | Yamaha YZF-R3 has a max speed of 180 km/h (110 mph) |
The speed of light is approximately 671000000 miles/hour. So 100 cc= 45,024,100,000,000,000,000 or forty-five quintillion twenty-four quadrillion one hundred trillion miles per hour.
It doesn't make sense to start on a crazy 1000cc motorcycle when you're starting out. Nobody should start out on super powerful bikes when they're new to the world of riding which is why we think a 250cc sport bike like the Ninja 250 is the sweet spot for newcomers.
