How to get the Flash HM(05)? Flash will be given to you by professor Oak's aide found on Route 2 inside the gate building. Requirements: You must have at least 10 pokemon.
After you help the Captain (be sure to grab everything from the ship while you are on it, as it will be gone permanently after) he will give you HM01 Cut.
With regards to learnset, Kartana is the only Pokemon that can learn cut by leveling up while the majority of Pokemon can have cut by HM. Kartana is found only in Generation VII.
HM05 - Flash
This is one of the easiest HMs in the game to get, and you'll be given it very early around the Boulder Badge state in Pewter City. It's found in Route 2, south of there. If you had a Pokemon who knows Cut, you'll be able to continue through this pathway until you see an area close to Viridian Forest.Vermilion City Gym. You can only enter this gym once you have gotten HM01 from the S. S. Anne. If you've got it, you need to teach this skill to one of your Pokémon, then walk up to the small tree next to the gym.

You can find HM01 Cut in Rustboro City. To get Cut, go into the house to the left of the Pokémon Center. Once inside, talk to the man (Cutter) and he will give you HM01 Cut. Keep in mind that Cut cannot be used outside of battle until Roxanne (the gym leader in Rustboro) is beaten and the Stone Badge is acquired.
Press start, then go to the "pack", move to TMs/Hms, then select cut. After that, it will show a screen with all your pokemon, then choose the one you want to teach it to. Keep in mind only some pokemon can learn certain Tms/Hms.

You can also use Paras, Oddish, Tangela, the Chikorita line, any grass pokemon can learn both cut and flash.
As you can see. It cannot learn flash. However this is only in the games and if I am not mistaken flash has been shown in the anime (and possibly the manga) being used by hoothoot. This source has basically all the information you should need on any pokemon and even its own mini forums.

Below are all the moves that Bellsprout can learn in Generation 2, which consists of: Pokémon Gold. Pokémon Silver. Pokémon Crystal.
Charizard, Farfetch'd, and Skarmory learn Cut and Fly. There are plenty of Pokémon that learn Cut and Flash. Hoothoot/Noctowl, Togetic, and Xatu learn Fly and Flash. If you only want to use one other Pokémon, determine which HM moves you deem the most necessary.
To get to Lavender Town, you have to pass through Rock Tunnel. Rock Tunnel Entrance is in Route 10. If you manage to properly navigate through Rock Tunnel,then upon exiting, you will be at Lavender Town.

Leave the train station and you'll be on Route 10, which is incredibly cold and snowy. Go to the right and pick up the Max Revive in the corner of the tall grass, then walk up the hill and take on the trainer.After you exit the tunnel, you'll fight some trainers, and will be heading to Lavender Town.

The Rock Tunnel Connects Route 10 to Lavender Town. To get through, it is very useful to have a Pokémon that knows HM05 - Flash. If you picked Squirtle or Bulbasaur as your starter and leveled it up decently, you'll have little problem getting through.
You get HM cut at the end of the ss anne in vermellion city after you rub the captains back and you get HM flash on route 2. To get to it you have to go through digletts cave and go into a building and you will see one of professor oaks aides and he will give it to you if youve caught 10 Pokemon.
Locations: Onix isn't terribly hard to track down. Just look for it in the Rock Tunnel or on Victory Road and you're almost guaranteed to bump into this massive creature. Tips: Like all Rock Pokémon in Blue/Red and Yellow, Onix is a dual type.
ROCK SLIDE
From the Lavender Town entrance, go down to the next floor, then move down the scree. Look for a guy with a yellow hat. He will teach you Rock Slide.
