Nope, it's purely for crafting mats. That's a really bad take tbf, almost every single solo game out there allows you to eventually overpower your character, or, at the least, make them very powerful through better gear.

Yes, you can run the same M+ dungeon as often as you like. There is no reset- or lockout-system in place. To be precise you get only one key for character and of you finish in time It adds from +1 to +3 to the difficulty depending on the time left.
Of course you can queue for mythic dungeons, it takes you exactly 5 seconds. 10 if you're slow. The real wait time, which can be up to 30 minutes to a few hours depending on class and RIO level, is being accepted in those groups.
Currently, trying to get the piece of Azerite gear you need from a Mythic plus dungeon is almost impossible. Since the pieces don't drop at the end of a dungeon completion, you need to open your weekly dungeon chest in order to get Azerite loot from these dungeons.

Yes you can run multiple mythic + dungeons as often as you want. I'm fairly certain the freehold mount is unique in that it does not drop from mythic + keys and only drops from mythic 0 dungeon runs.
In order to be in mythic difficulty you need to set it to mythic difficulty: there's a dungeon difficulty setting in the menu that pops up when you right-click your portrait (basic UI). Only the party leader can change dungeon difficulty, so you don't have to worry if you're not the leader.
