The modern system was introduced by Army Order 338 in August 1920. Numbers were then a maximum of seven digits, later groups of numbers up to eight digits were added. Until 1960, National Servicemen who voluntarily remained in the Armed Forces continued to use their National Service numbers.
A VA C-File, is a folder created by VA that contains all relevant information on a veteran. Information you send to the VA, records the VA obtains on your behalf, and documents created by the VA are all in this folder.
How can I get a copy of my VA C-File? It takes an average of 3-6 months to receive it. Keep that 3-6-month timeframe in mind when deciding to pursue your next claim. Some veterans have informed us that they have received their C-file on CD.
On average, it takes 91.7 days for VA to decide an initial application for disability-related compensation, according to the U.S. Department of Veterans Affairs. This does not include the time it will take to fight an appeal if your claim is denied.
Who can receive it
- have an existing DVA White, Gold or Orange card as a veteran.
- are the dependant of a veteran and you have your own DVA Gold Card.
- are a current or former member of the Australian Defence Force (ADF), including reservists, with at least one day of continuous full-time service (CFTS)
Former members of the Australian Defence Force (ADF), cadets and reservists who have conditions for which liability has been accepted under the MRCA are eligible for a Gold Card if they: have permanent impairment from accepted conditions assessed at or above 60 points; or.
payment for medical treatment; income replacement for periods of incapacity for work; permanent impairment compensation, which can be provided as a lump sum or as ongoing periodic payments; payment for rehabilitation programs; and.
Holders of a Veteran Gold Card (the DVA Health Card - All Conditions within Australia) are entitled to the full range of health care services at DVA's expense, including medical, dental, optical care and subsidised pharmaceuticals.
DVA accepts financial responsibility for ambulance transport in a medical emergency for Veteran Gold Card or Veteran White Card holders in relation to an accepted disability. DVA will pay for non-emergency ambulance transport only in certain circumstances.

How to get your Veteran Card
- Existing clients. If you have an existing card, you will automatically receive your new card before your current card expires.
- Existing clients with no DVA White, Gold or Orange Card. If you do not currently have a card, you can request the Veteran Card through MyService.
- New clients.
The NSW Seniors Card is issued free and provides access to savings on a range of goods and services provided by participating businesses.
The Gold Card is Harris County's healthcare financial assistance for low-income Harris County residents. Although patients with Gold Cards receive fewer benefits than those with traditional health insurance plans, the Gold Card is still a lifeline, making medications and clinic visits more affordable.
Under Non-Liability Health Care, a Veteran White Card for the treatment of any mental health condition may also be issued to current and former permanent members of the ADF or reservists who have rendered at least one day of continuous full-time service.
Health concessions
If you have a DVA treatment card (Gold or Veteran White Card) you should always use this card for medical, hospital, pharmaceutical and allied health services.It was agreed that a veteran would be defined as 'a person who is serving or has served in the ADF'. Ministers agreed use of the term veteran should not be limited by the definitions contained in existing legislation.”
A veteran is a former member of the Armed Forces of the United States (Army, Navy, Air Force, Marine Corps, and Coast Guard) who served on active duty and was discharged under conditions, which were other than dishonorable. Persons who attended military academies are now considered veterans for financial aid purposes.

Under federal law, a veteran is any person who served honorably on active duty in the armed forces of the United States. Discharges marked “general and under honorable conditions” also qualify. They would be considered a veteran no matter how long they served.
Veteran Card. The Veteran Card is a new design of the existing DVA health cards, offering access to existing treatments and benefits as well as additional concession and benefits from businesses, organisations and community groups that encourage veterans and their families to connect with their community.
The White Card covers you for clinically required medical treatment in Australia for your accepted service-related injuries or conditions. It also covers treatment for mental health conditions, cancer (malignant neoplasm) and pulmonary tuberculosis.
Some treatments require prior financial authorisation from DVA. Are there any health services not available? DVA will not pay for some health services including naturopathy, iridology, and remedial massage.
This healthcare card provides coverage for such things as home health or hospital services, nursing services, appointments with specialists (such as physiotherapists, audiologists, and mental health providers), medical equipment, prosthetics, and prescriptions.
