Seoul is a more lively and vibrant than Tokyo, both cities are lively and vibrant but somehow Seoul is more lively and vibrant. Tokyo is warmer and far less snow or no snow in December. Both are world class cities and very interesting. Seoul is more modern, convenient, shiny.
3 Answers. South Korea is colder, although not hugely so: here's a handy Seoul vs Tokyo comparison chart. Summers are basically the same (sweltering), September-October is around 3°C colder, winters are up to 10°C colder. So I would tackle Korea first, then fly to Tokyo and work your way south.
Traveling in those two technology meccas can be quite expensive but one country is truly more expensive than the other, Japan. Seoul is relatively clean compared to most of the European cities. If you account how densely it's populated and the amount of people that pass through main areas, it's extremely clean. Streets of Gangnam every night are like parade celebration in some European cities.
