These sets are crafted at specific special crafting stations by players. In order to craft these items sets your character must have a certain number of Traits researched on that particular item slot. Any of the Traits will work, all that matters is the number of traits that you have researched.

Nope. Most dungeons are pretty easy to complete. There are transmute crystals if you get a trait you don't want and don't want to run the dungeon again. For the dungeons you struggle with you can buy monster sets at the golden vendor.
Also, my understanding is that dungeon sets I've stored are already bound? Correct. After the update you'll need to log on to each toon in order for the sticker book to register what's in their inventory, but after you've done that anything you own that says "bound" is in your collections and able to be reconstructed.

Yes, Kvatch is already destroyed at the beginning of the game. You can go into the Oblivion gate, destroy it, and free the town before going to the Weynon Priory. Martin will stay in the chapel after the town is free, until Jauffre asks you to bring him back to Weynon Priory.
