The Riften location is where you can buy lockpicks. You're going to go to the Thieve's Guild. Thieve's Guild is your go-to place.
Description. This mod allows the the Dragonborn to craft Lockpicks in The Elder Scrolls V: Skyrim. As their smithing level goes up the more lockpicks they can make with one ingot.

In order to craft lockpicks, players need to build an industrial grinder in their base. The ingredients for the grinder are four mechanical parts, four flammable parts, and eight electronic parts. Once a player has the industrial grinder, they can make a lockpick with one unit of chemicals and two mechanical parts.
The tool is simply inserted into the lock and turned clockwise with medium torque. As the tool is pushed into the lock, each of the pins is slowly forced down until they stop, thus binding the driver pins behind the shear line of the lock. When the final pick is pushed down, the shear plane is clear and the lock opens.
Go out of the house and head W by NW, past the building with the straw roof and around the corner will be your troupe of troublemakers (you will first need to go to the tavern and witness the cutscene regarding Deutsch for them to be here). Talk to Fritz and he will give you 4 lockpicks.
Lockpicks are sold by the millers Peshek, Woyzeck and Simon, and by the trader Votava in Talmberg. Lockpicks can be fairly common among bandits and Cumans. Looting their corpses can usually yield a lockpick or two.
Levels. Very Hard locks can be accessed sooner with the use of the Luck of the Drunk perk of the Lockpicking tree, and it is for that reason that it is considered one of the best perks in the tree. New perk points unlock at levels: 3, 6, 9, 12, 15, 18, 20.
The first lockpicks seller can be found in Talmberg - he is called Votava and he can be found in the castle (the picture above). Sadly, a single lockpick costs about 20-30 Groschen which means that you have to prepare yourself for spending quite a lot (always use haggling to get a better price).
