The seller pays for Global Shipping. You do not even have to figure Global Shipping. eBay/GSP does that. When you get a buyer you ship it FREE to the US shipping center if US shipping was FREE.
The question is, is eBay's GSP worth it? eBay's Global Shipping Programme can be extremely useful, but it's not for everyone. If the items you sell are of low value and lightweight, you might be better off avoiding it, as GSP has been accused of putting some buyers off due to high charges and slower delivery times.
You must be located in the UK and listing eBay.co.uk to use the Global Shipping Programme. All you need to do is post your sold item to the UK shipping centre using your usual postal service. We'll take it from there and make sure the item gets to its new home using a trusted, tracked international postage service.
eBay automatically calculates the international shipping cost, duties, taxes and estimated delivery dates upfront, and adds them to the listing which the international buyer sees. When an international buyer makes a purchase, the seller sends the item to a shipping center based in their own country.
Some of the most persuasive reasons for eBay sellers to sell internationally include: It is a proven fact that eBay is a worldwide marketplace, and increasingly so. Sellers who concentrate all of their sales efforts on their local eBay site are inherently limiting their reach and sales potential.
eBay's Global Shipping Program (GSP) aims to make international shipping easy for eBay sellers. With GSP you only have to ship your product to a warehouse in your own country, then eBay takes over and handles international delivery to the buyer.
Everything shipped within the GSP is sent USPS Priority International Mail. The lowest price for an international package is about $35. Shipping everything the same class streamlines the process for eBay, but it isn't the best price for the international customer.
EBay is just a venue. It is a site where sellers from around the world can advertise their goods for sale. If you buy from a seller in your own country, you will not pay customs fees. And then we pay sales taxes between 5% and 15% on the value, whether the item was dutiable or not.
Sellers can list and sell items on international eBay sites exactly the same way as they would on their 'home' eBay site as long as they meet a few requirements. An International Selling Agreement may need to be signed by the seller.

- Go to My eBay > Account > Site Preferences.
- Click the Show link to the right of the Shipping Preferences section on this page.
- Click the Edit link to the right of Offer the Global Shipping Program.
- Click on the Opt IN or Out button depending on your view.
In the Shipping section of your listing, select Calculated: Cost varies by buyer location. Next to Services, select Calculate Shipping. In Package details in the Shipping Calculator, enter your package type, dimensions, and weight. Select Calculate shipping.
Buyers are responsible for paying import fees, usually as part of clearing their parcel through customs, or when they receive their item. If you offer international postage, you can't include these costs in the item's purchase and postage price. Make sure to let international buyers know about this in your listings.

- Select change registration information.
- Review your changes and select submit.
How to set shipping exclusions on eBay
- Sign in to your eBay account and click on My eBay.
- Click the Account tab, and then click Site Preferences.
- In the Selling Preferences section, Postage and packaging preferences and then click the Show link.
- Click the Edit link next to Exclude shipping locations from your listings.
Changing Location of Current Listings
- Navigate to the eBay site.
- Find the item you wish to change and select "Revise" in the Actions drop-down menu.
- Click "Edit" on the right side of the Selling Preferences section and change the ZIP code specified in Item Location.
- Click "Continue."

Nope not until you try to bid. However, if you don't have contact with a seller, they won't know who you are and can't block you. So, you won't need to find out because you won't be blocked.
Blocked buyers will still be able to contact you about existing transactions, unless you add their user ID to your blocked list.

You've reached a temporary buying restriction. It looks like you're unable to purchase this item at this time. To help prevent unpaid items, we restrict the number of auctions where a buyer is the highest bidder. If you're outbid on one of your auctions, you'll be able to bid on this or other items.
Click on "Account" in your My eBay then click on "Site Preferences", scroll down until you see "Buyer Requirements", click "Edit", scroll down to the last option, and click to block members who are on your blocked bidder list from contacting you. I am not an eBay employee.
There is no block you can set to fend off low feedback bidders. You should have your buyer Requirements set to block buyers with no Paypal account, Buyers with a non-US Paypal account, buyers with more than one non-paying strike, buyers with four or more violations in last 12 months, etc.
To make sure buyers don't bid on, or buy, more than they're comfortable with, we occasionally place limits on a member's buying activity. We may also restrict buying if we believe a member has violated an eBay policy.
