These phones are available from all four major carriers—Verizon, AT&T, T-Mobile, and Sprint—as well as Google Fi and Spectrum Mobile.
Google confirmed today that T-Mobile, Sprint, Verizon, and US Cellular will sell the phones, along with the Pixel 3 and Pixel 3 XL. AT&T will also support the 3A and 3A XL, which means that people can insert a SIM and use the phone, but the carrier won't place it on store shelves.
T-Mobile is getting ready to sell the Google Pixel 3 and Pixel 3 XL, according to a source speaking to 9to5Google. It's unclear if it'll also eventually launch at T-Mobile, but today's news suggests that it'll at least be compatible with T-Mo's network like previous Pixel phones have been.
Verizon phones are sim unlocked . The only thing with the Verizon version is that if it had the update where they don't let the bootloader unlock then you can't unlock it and root. Besides that you can use it on TMobile as a regular Google phone.

In the US, Sprint, Verizon, and US Cellular use CDMA. AT&T and T-Mobile use GSM. Most of the rest of the world uses GSM. The global spread of GSM came about because in 1987, Europe mandated the technology by law, and because GSM comes from an industry consortium.
U.S. Cellular's unlocking policy says that it will unlock any postpaid phone that is paid off or out of contract, and any prepaid phone that was activated more than 12 months ago. 3G devices can be unlocked by calling 888-944-9400, but for LTE devices, you must stop in at a U.S. Cellular store.
