Arno himself has to be the weakest assassin ever in the series and his fighting is awful.

Another reason why Arno probably didn't hunt Shay is probably because there was no evidence that Shay was the killer. While we see Shay murder Charles at the end of Rogue Arno and the Assassins did not.
Jacob disappeared at the end of October 1888, soon after the double-murder of Elizabeth Stride and Catherine Eddowes, but is found alive by Evie after defeating Jack the Ripper.

Arno Victor Dorian (born 1768) was a member of the French Brotherhood of Assassins and a Master Assassin during the French Revolution.
Desmond's only ancestors during this Era is Haytham and Connor. It's unlikely Shay is an ancestor of Desmond (unless he's related to Haytham) and I have read that Arno is not either.
Shay Patrick Cormac (born 1731) was a member of the Colonial Rite of the Templar Order during the 18th century.
Victor is Latin for "conqueror", while Dorian is a Greek name meaning "gifted". Arno is the third of four playable characters not to be related to Desmond Miles, with the first being Aveline de Grandpré, the second being Adéwalé and the fourth being Shay Cormac.
Aveline subsequently grew into her role of an Assassin, fighting to defend the oppressed slaves of New Orleans. At the age of eighteen, she became aware of a slave trafficking enterprise being run in New Orleans by a high-ranking Templar, known only as the "Company Man".
All of the memories available to Abstergo come from Desmond Miles' DNA. In Assassin's Creed: Syndicate, you play as both Jacob and Evie Frye, who are brother and sister. Therefore, Desmond is a descendant of both Jacob and Evie Frye.
Desmond Miles (1987 – 2012) was a member of the Assassin Order and a descendant of numerous familial lines that had sworn an allegiance to the Assassins; including individuals such as Aquilus, Altaïr Ibn-La'Ahad, Ezio Auditore da Firenze, Edward Kenway, and Ratonhnhaké:ton.

Altaïr is the Master who changed the order itself. As a character he was made to become much wiser in his story and while he is not the strongest or most agile, Altaïr is regarded to be the smartest Assassin as he was able to decode the secrets of the Apple of Eden.
At some point during the 1780s, Connor married a native woman from a nearby tribe and had a son and two daughters.
It was decreed that in breaking all three tenets of the Creed—as his actions brought the Templars to Masyaf and endangered the Brotherhood—Altaïr was marked as a traitor to the Assassins. After declaring his judgement to the entire Order, Al Mualim stabbed Altaïr in the stomach with a dagger.
Instead, it's completely separate from Desmond Miles (AKA Subject 17). It seems that while Bayek can be credited for giving all of Desmond's ancestors a start (he created the group they all eventually join, after all), that's his only relation to the likes of Altair, Ezio, Connor, and the rest.
It is largely explained in a DLC for Revelations, The Lost Archive. In The Lost Archive, it's revealed that Lucy was a triple agent. She was a Templar who spied on the Assassins, who thought she was an Assassin spying on the Templars. So, between the DLC and the events of AC3, it's clear why Lucy was killed.
Federico Auditore da Firenze (1456 – 1476) was a Florentine noble and a member of the Italian Brotherhood of Assassins, trained into the Brotherhood by his father. He was also the eldest son of Giovanni and Maria Auditore da Firenze, as well as the elder brother of Ezio, Claudia, and Petruccio.
Haytham distracted Edward as he entered the games room and the sounds of the fight Haytham had where he killed the man to save his mother possibly distracted Edward, too.. Much like Haytham (and Connor), Edward had an injury in his side that likely plagued him later in life.
Edward meeting his daughter, Jennifer Moving to London, Edward married Stephenson-Oakley, the daughter of a wealthy landowner, and together they purchased a mansion in the city.
Continuing his work as an Assassin, Edward researched the First Civilization, and kept the research in a journal. In 1735, he was killed by mercenaries in the employ of the Templar Grand Master Reginald Birch, in order to acquire the journal.
Jennifer "Jenny" Scott (1713 – 1805) was the daughter of Edward Kenway and Caroline Scott, the half-sister of Haytham Kenway, and aunt of Ratonhnhaké:ton.
Edward Kenway, the protagonist in this year's game, is in fact the grandfather of Assassin's Creed 3 hero Connor Kenway and father of Haytham, as revealed by the game's creative director Jean Guesdon. He's the father of Haytham, Connor is therefore Edward's grandson,” Guesdon added.
As for Altair and Ezio, it's the same as with Desmond, all of them are related by blood lineage, Ezio is Desmond's ancestor, and Altair is Ezio's ancestor.
